Comparison Between Programme Environmental Impact Assessment and Regional Environmental Impact Assessment: A Case Study of Yaoqiao Industrial Concentration Zone, Zhenjiang, China

Abstract: In light of the properties of industrial concentrated regions, comparison was made between programme environmental impact assessment (PEIA) and regional environmental impact assessment (REIA) in common and difference. The Yaoqiao Industrial Concentration Zone, Zhenjiang, was cited as a sample for study. Based on the “Technical Gguidelines for Programme Eenvironmental Impact Aassessment” as guide and the “Technical Gguidance for Development Zone Eenvironmental Iimpact Aassessment” as reference, a set of technical methods were brought forward for PEIA of the industrial concentration zone. Quantitative assessment should be performed of strength of the pollution sources, and their environmental impacts. Thresholds for permission of cleaner production should be setup and issuing of environmental licence should be strictly controlled. Rigid requirements should be imposed on environment protection infrastructure and facilities construction. The technical methods developed for for PEIA of the Yaoqiao Iindustrial Cconcentration Zone could be a good reference for PEIAs of other similar zones.
