Abstract: Today, biosafety has evolved into a fundamental issue of the worldwide environment and development related to science and technology, society, economy and politics. The biosafety issue, especially the biosafety of transgenic organisms, will greatly hinder the development of biotechnology if not be properly dealt with. Consequently, it has aroused enormous attention from nations all over the world. Based on the studies of the status and development of the modern biotechnology and the development of biosafety in the world,biosafety countermeasures are proposed in term of laws and regulations, basic research, and public education and training by taking into consideration the situation of the country.
