重点生态功能区生态产品价值核算及实现水平研究: 以绩溪县为例

Accounting and Realization of the Ecological Product Value in Key Ecological Function Zones: A Case Study of Jixi County

  • 摘要: 以国家重点生态功能区绩溪县为研究对象, 构建了县域生态产品价值核算框架, 采用生态系统生产总值(gross ecosystem product, GEP)评估法对绩溪县生态产品价值进行核算, 量化了2019—2023年绩溪县生态系统的物质产品供给服务、调节服务与文化服务价值及其实现水平, 并分析了核算结果的不确定性来源与影响。结果表明, 2019—2023年绩溪县GEP波动上升, 2023年达354.15亿元, 物质产品供给服务、调节服务、文化服务价值占比分别为13.38%、73.95%和12.68%。调节服务以气候调节(占比50.59%)和涵养水源(占比14.63%)为主导功能, 文化服务价值受外部环境影响显著波动。生态产品初级转化率从2019年的23.58%提升至2023年的26.05%, 绿金指数(GGI)均值达3.44, 显著高于全国(1.01)和全球(0.98)平均水平。研究成果可为重点生态功能区的生态产品价值评估和绿色发展政策制定提供参考。

     

    Abstract: Taking Jixi County, a national key ecological function zone, as the study area, this study constructs a county-level accounting framework for ecological product value and applies the Gross Ecosystem Product (GEP) approach to evaluate the value of ecological products. The values and realization levels of material product supply, regulating services, and cultural services provided by the ecosystem from 2019 to 2023 are quantified, and the sources of uncertainty in the accounting results and their impacts are further analyzed. The results show that Jixi County's GEP exhibited an overall upward fluctuation from 2019 to 2023, reaching 35.415 billion yuan in 2023. Of the total GEP, regulating services, cultural services, and material product supply accounted for 13.38%, 73.95%, and 12.68%, respectively. Among regulating services, climate regulation (50.59%) and water conservation (14.63%) were the dominant functions, while the value of cultural services fluctuated markedly under the influence of the external environment. The primary conversion rate of ecological products increased from 23.58% in 2019 to 26.05% in 2023, and the average Green Gold Index (GGI) reached 3.44, significantly higher than the national average (1.01) and the global average (0.98). These findings can provide a reference for ecological product value assessment and green development policy-making in key ecological function zones.
