Abstract: In order to promote health development of rural village and town industry by means of collection of dischanging fees in an effectivelway, this paper has estimated the most suitable yalue of dischanging fees collected from the rural industrial enterprises according to the principles of collecting accumulative fees for all pollutants, collecting same money from every equal; amount of one pollutant and minimizing maximun value It has analyzed the feasibility of this value from aspects of its impacts on rural industry, society, financial revenue and rural environmental protection and its collection.
