Abstract: The overall development, present situation of pollution and environmental management of town and village enterprises in China have been summarized. The existing problems in the environmental management of town ,and village enterprises have been analyzed. Measure and strategics for solving these problems have been proposed, which include carrying out the investigation of polluton producing town and village enterprises throughout the country, summarizing the administration experiences; establishing a scries of practical environmental administration method and technical policy for different pollution producing town and village enterprises; personnel training for town and village enterprises in environmental management; establishing and perfecting the organization of environmental protection managements; strengthening the research and establishing demonstration projects for town and village enterprises in the treatment of pollutants, and so on.
